Substance Abuse Traffic Offenders Program (SATOP)

Heartland Center provides services to individuals who have had an alcohol or drug-related traffic offense. The Substance Abuse Traffic Offenders Program (SATOP) serves people who are referred as a result of an administrative suspension or revocation of their drivers’ license, court order, condition of probation or plea bargain. When a person’s driver’s license is suspended or revoked due to an alcohol-related offense, SATOP, is required by law before that person can begin driving again.

All offenders begin the program with an assessment that is completed by the Heartland Center or another certified Offender Management Unit (OMU).  The assessment consists of a review of the driving record, breath alcohol content at the time of arrest, a computer-interpreted assessment and an interview with one of our qualified substance abuse professionals. Based upon the information gathered in the screening, we refer clients to one of the following SATOP programs:

  • Offender Education Program (OEP) – This is a 10-hour basic education program for lower risk offenders.
  • Weekend Intervention Program (WIP) – Those who are repeat offenders, or those showing signs of a significant substance abuse problem, are scheduled to attend a 48-hour marathon weekend intervention program.
  • Clinical Intervention Program (CIP) – We also offer a clinical intervention, education and counseling program for offenders who have a high-risk profile for serious substance abuse problems.
  • Adolescent Diversion Education Program (ADEP) – This is a specialized 10-hour education program for individuals under the age of 21.
  • SATOP Level IV Outpatient – Serious and Repeat Offenders (SROP) – Heartland Center offers Level IV Comparable SATOP services through its Level III CSTAR program in Independence.  SROP services are also provided at our Springfield office in conjunction with participation in the Greene County DWI Court. SATOP Level IV participants complete at least 75 hours of treatment with at least 90 days of services.

Heartland Center SATOP services are certified by the Missouri Department of Mental Health.
